江苏沿海港口管理体制改革探析

随着江苏沿海开发正式上升为国家战略,江苏沿海港口管理体制的弊端日益凸显。分析了江苏沿海港口管理体制改革的历史、现状及运行中存在的主要问题,借鉴国外港口管理的经验,提出江苏沿海港口管理体制改革的模式：打破行政区划的束缚,成立以江苏沿海港口群为基本单位的部门;用法律形式确保各层管理部门职责;港口运行可尝试采用＂地主港＂模式。

On Reform of Jiangsu Coast Harbour Management System

As Jiangsu coastal development is officially upgraded to state strategy,defects in management system of Jiangsu coastal Harbour become more apparent.This paper conducts an analysis of the management system reform of Jiangsu coastal Harbor,its current situation and main existing problems.The paper proposes that we should learn foreign experience of port management,and puts forward following reform model for Jiangsu coastal port management： breaking the bondage of administrative division,establishment of Jiangsu coastal Harbor Group with departments as the basic unit;ensuring allK-level management functions by legal means;and trying using the ＂landlord port＂ operation mode.
