| 摘 要： | 建立生态补偿机制是保护生态环境,促进区域协调发展的重要举措。江苏沿海分布着重要生态功能区,沿海开发中生态补偿的主要类型为自然保护区与海滨湿地补偿。生态补偿方式包括资金补偿、技术补偿、生态移民和建立绿色账户等。生态补偿标准的下限为生态保护者的投入及生态破坏的恢复成本,上限为生态系统服务功能的价值,重点要以生态红利（现金）直接补偿给保护生态环境的个人、企业和政府。

| Abstract: | The establishment of ecological compensation mechanism is an important move in the protection of the ecological environment,and promotion of coordinated regional development initiatives.Nature reserve and coastal wetland compensation are the main types of ecological compensation in Jiangsu coastal development.The ecological compensation methods includes fund compensation,technique compensating,ecological migration and establishment of green GDP.The bottom line for the ecological compensation is ecological protection investment and recovery cost of ecological damage,while the ultimate goal for ecological compensation is the realization of ecosystem＇s service function value.One key approach is that ecological bonus（cash） should be directly paid to individuals,enterprises and governments involved in the protection of wetland ecological environment. |
