清末两次“保和会”参与之前后

1899年清政府派出代表团参加在荷兰海牙举行的第一次保和会,会后清政府决定批准1899年海牙公约中的三个。但由于1900年的庚子之乱,清政府未能完成批准条约的工作。1904年,为了通过红十字会救助日俄战争中的东三省难民,清政府开展外交努力,完成了加入国际红十字会与批准第一次保和会三约。1907年第二次保和会召开,清政府再次参与。会后清政府经仔细研讨,批准第二次保和会十四约中的八个。清末两次保和会之参与,是中国外交现代化的滥觞,并推动了中国红十字人道主义事业的发展。

China's twice Attendance of the Hague Peace Conference

Qing government sent out delegation to the first Hague Peace Conference in 1899.Qing government approved three treaty after carefully study.With the Boxer Movement in 1900,all work about treaty was suspended.In 1904,after the Russo-Japanese War was broken out,Qing government taken steps to join The Red Cross for help refugees.In 1907,the second Hague Peace Conference hold,Qing government signed and joined eight treaty.Qing government participated in the Hague Peace Conference was the beginning of China＇s diplomacy modernization,it also promoted China＇s humanitarian cause.
