为挽救近代中国内忧外患的困局，康有为主张向资本主义学习，推进中国由农业国变革为工业国，并提出了具体的纲领目标和实施方案，具有历史的进步性，是中国现代化道路的一次有益探索；但在当时缺乏阶级基础和经济基础的背景下，其美好的设想不可能变成现实。
