| 摘 要： | 地方法制的研究正在展开,地方法制相关理论需要加强研究.目前可以从四个视角来认识地方法制建设:中央与地方视角,突出地方作为法治国家组成部分的基础性地位;法律制定与法律实施视角,强调在立法任务基本完成之后地方法制建设在新历史阶段的战略性角色:领导与合作视角,是对上级与下级视角的一种改造,强调中央在实现治理方式转型中对地方的依赖与互动关系;普遍与特殊视角,强调地方在遵守中央统一规范的同时,承担制度创新的使命.
