| 摘 要： | 地方法制研究涉及法治国家建设的多重观念转换.首先要从国家制定法律的观念转换为社会生成法律的观念,这一观念更符合马克思主义的法律观;其次要把法治国家建设实践从以法律制定为中心向法律实施为重点转换,地方在此事业中具有决定成败的关键作用;最后要摆脱中央领导地方、地方服从中央的自上而下的认识模式,认识到地方是解决具体问题的现实单位,地方在法治国家建设中具有中央机关不可代替的特殊地位.由此,才能深入理解"地方"与"法制"及地方法制研究的意义.
