清代内务府官制的复杂性及其特点

内务府是清代职掌独特的衙门,负责宫廷、皇室的各种事务和上三旗包衣之政令。其机构庞杂,官制异常复杂。在设官上,不仅文武官俱设,而且有互兼及混乱现象;其品级的划分,不仅与外朝职官的九品十八级制有一定的区别,而且同一名称之职官,在不同档次、不同性质的机构中,品级不同。在选任上,又根据官员身份的差异、选官主体的不同和任官方式的差别,把职官划分各种不同性质的官缺,予以区别对待。

On the Characteristics of the Official System of Qing Neiwufu

Neiwufu as one of the special government offices in Qing dynasty was in charge of various affairs of the Palace and the Imperial Family House and the government decrees of the upper three Banners with a huge organization and complex official sys- tem. There were civil and military officials and mixed officials too with a very complex official rank which was different from that of the outer imperial court even the same title with different rank in different office. For the officials' selection, it was total differ- ent by the difference of the rank officials, the examiners and the way of the selection.
