| 摘 要： | 国际环境损害责任制度自进入到国际法的视野以来,其归责问题始终是国际法委员会乃至整个国际社会关注的焦点之一。从尽可能保障受害方的损失得到相应补偿的角度,国际法的归责制度也在朝着明确的归责原则、合理的损失分担制度、充分的损害赔偿的方向逐步演变。本文追踪了这一变迁的过程,厘清了国际环境损害归责制度的发展脉络。

| Abstract: | The imputation system of international environmental damage responsibility is the spotlight of the International Law Commission and International Community.In order to compensate the victims as reasonable as possible,the imputation system of international environmental damage responsibility has got clearer imputation system,reasonable loss allocation mode,and adequate compensation.The article gives a clear description of this vicissitude. |
