| 摘 要： | 探讨了腐败是一种以政府权力的非公共、非规范运用为特征的社会现象；政治稳定是社会稳定的核心，也是我国的最高利益。指出能否有效地抑制和消除腐败现象，将直接影响着我国现阶段社会政治的稳定与发展，并在很大程度上决定着我国现代化建设的成败。
