日韩中小学教师管理与流动对中国的启示

摘    要:日本和韩国的中小学教师管理实行的是教育公务员制,教师必须服从国家教育主管部门统一的管理和调配,为中小学教师的合理有序流动提供了前提条件,并有相关的法律作保障,使日韩中小学教师流动有效地促进了学校之间师资的均衡发展,提高了教师队伍的整体素质和教育质量。该制度对于解决我国目前地区、城乡学校之间的师资不均衡问题有一定的借鉴意义。
