新农村建设、城镇化进程与流动人口问题——我国“三农”问题的双重视野、双向效应和双轨路径

解决“三农”问题的根本之策是减少和转移农民,农民流动是一种必然规律。由于流动人口长期在农村和城市(城镇)两端间迁徙流动,对新农村建设和城镇化进程具有双向影响效应,所以从新农村建设和城镇化进程的双重视野思考问题,以新农村建设和城镇化建设的双轨路径来妥善解决流动人口问题,是最终解决“三农”问题的关键所在。

New-Rural-Community Project, Urbanization, and Migrated Population: A Bifocal Perspective of the "Three Rurals" Issue in China

A fundamental way to solve the "Three Rurals" problems(i.e.,rural community,rural industry and rural residents) lies in the reduction and transfer of rural residents,whose migration has been an inevitable phenomenon.As these migrants tend to float between rural areas and cities/towns,they are to influence the progress of both the new-rural-community construction and the urbanization.Therefore,a bifocal perspective,namely,the solution of problems with migrated population through both the new-rural-community project and the urbanization,is the key to ultimately settling the "Three Rurals" issue in the country.
