大部制改革的国际经验及其启示

摘    要:在国外,大部制是一种具有广泛管理职能的综合管理体制和组织形态,它具有“大而精”、“联而协”和“简而优”三个基本特征。国外大部制改革遵循三个基本原则:适应经济和社会发展;部门协调与职能统一;权力相互协调和制约。在这些原则的基础上,国外大部制改革一般坚持渐进式的改革思路与方法。国外大部制改革的经验对我国推进大部制改革具有重要的启示意义。

Abstract:In foreign countries, super-ministry system is a comprehensive management and organization mode endowed with multiple management functions and characterized by "super yet efficient", "allied and collaborative", and "simple but superior". Three basic principles are followed in the super-minis- try reform abroad: meeting the needs of social and economic development, unifying the functions of different departments, and coordinating and checking ministerial power. On this basis, the super-ministry reform in foreign countries often takes a gradual and progressive approach, which is of significant implications for the super-ministry reform in China.
