摘    要:“基本公共服务均等化”这一新的政策取向,自2005年10月首次提出以后,迅速由政策话语嬗变为学术话语,进而显现出向媒体话语、公共话语演进的趋势,党的十七大正式提出了构建公共服务型政府,其中公平正义就是公共服务的主要价值取向之一,教育作为公共服务的主要构成要素之一,对其他要素有着基础的影响.因此,实现教育的公平正义,是建设公共服务型政府的应有之义.

Abstract:The new poliey of"Equal Distribution of Basic Public Services "has rapidly evolved into academic item since it was firstly put forward in October 2005.What’s more,it manifests the trend towards media discourse and public discourse.The Seventeenth National Congress of the Communist Party of China proposed to build a public service oriented government.Equality and justice is one of the main value orientation of public services.Education,as one of the basic elements of public services,has a fundamental effect on other elements.Therefore,realizing the equality and justice of education is an essential part of building the public service oriented government.
