在以政府为核心的社会治理领域中,政府组织内部之间,以及政府组织与外部环境之间相互作用形成了复杂的行政伦理关系网络。这一关系网络表现出十大存在形态,即政府与自然、政府与社会、政府与市场、政府与企业、政府与第三部门、政府与公民、政府与学府、政府之间、政府与其成员、政府成受上下级的伦理关系。研究行政伦理关系的意义表现为:第一,充分发挥道德的社会治理作用;第二,对“行政关系”进行道德规范。

Some Opinions on "Ten Relations of Administration Moral"

In the social administration field where the government plays the core role, the interactions within the government organizations and between the government and the outside environment form a complicated administration moral relation network. This relation network has ten existing forms. They are the moral relations between government and nature, government and society, government and market, government and corporation, government and the third department, government and citizen, government and school, government and its members, within the government, and between the leaders and common members of the government. The meaning of studying the administration moral relations lies in two aspects: to carry forward the social administrative effects of morals; and to discipline morally of "administrative relations".
