生态环境治理制度研究述评

生态环境治理制度包括三种类型 :基于政府主导的强制性治理制度、强调纯市场理性和产权途径的市场取向的治理制度以及建立在不同参预者自我约束的、以非强制性为特点的内在治理制度。国内外对于生态环境治理制度的研究 ,已经取得了不少成果 ,但也存在不足。未来生态环境治理制度应重视环境治理研究 ,加强理论深度 ,制度安排上要进行创新 ,不能依靠单一的制度形式。

Review of the Study on Governance Institutions to the Ecological Environment

The governance institution is an important inner variable to the governance activity. Now, the governance institution can be divided into three forms: the compulsive institution based on the government measures, the market institutions that based on the pure market rationality and property right deal, and the internal governance institutions that dependent on the self-discipline of the participants. This thesis summarizes and evaluates various research achievements on the ecological environment governance both at home and abroad.
