| 摘 要： | 政策规避是公共政策执行中的常见现象,导致公共政策规避的因素是多方面的,但深层原因在于公共政策执行主体。本文从政策执行主体的角度出发,分析其在公共政策规避中的影响作用,探寻解决公共政策规避现象的对策。

| Abstract: | The policy evading is a common phenomenon in the public policy. Factors causing the public policy to be evaded are in many aspects, but the deep reason lies in the subject of policy execu-tion. From the angle of the subject of policy execution,this paper analyses its influence on the policy e-vading, seeks the countermeasures to handle the phenomenon of the policy evading. |
