| 摘 要： | 制度设计与治理践行是一对相互作用、相互依赖的辩证矛盾,两者缺一不可。其中,成熟的制度机制能够为重构治理秩序、优化治理效能提供强有力的现实支撑。所谓制度驱动,即是指制度供给的动能、制度执行的势能、制度维护的效能。中国特色社会主义事业进入新时代以来,要激发制度内驱力,就必须深化制度改革、强化制度执行、释放制度威力。

| Abstract: | System design and governance practice are a pair of dialectical contradictions of interaction and interdependence, both of which are indispensable.Among them, the mature institutional mechanism can provide a strong practical support for reconstructing the governance order and optimizing the governance efficiency.The so-called system drive refers to the kinetic energy of system supply, the potential energy of system implementation, and the efficiency of system maintenance.Since the cause of socialism with Chinese characteristics has entered a new era, we must deepen institutional reform, strengthen the institutional implementation, and release the power of institutions to stimulate the institutional drive. |
