Nowadays,safeguarding the rights of the minority groups is not only an issue concerning human right or development but also concerning the unity and stability of the sovereign countries and world peace.Since the 1990s,there have been new trends in the world for safeguarding the rights of the minority groups.First,great changes have taken place in legislation,that is,there has been a trend of strengthening legislation by the sovereign countries and regions all over the world.Second,the contents are more concrete,of which the greatest change is the transfer from "right to self determination" to "autonomy".Third,the mechanism for their protection and relief has been improved and diversified.
