湘西自治州非法集资危机形成的原因及演化过程分析

湘西州属于不发达地区，融资环境恶劣，长期以来招商引资困难，而商业银行纷纷将湘西州列为高风险放贷区，中小企业融资的“前门”和“后门”都被关死；另一方面，湘西州民间资本充裕，但缺乏投资出路，民众投资心态、投资技术和风险意识都不成熟，因此，企业的资金需求与民间资金供给很难对接起来。近十年来，湘西民间集资经历了启动期、膨胀期、崩溃期三个阶段，是由合法集资向非法集资的演化过程。

On the Reasons and Process of Illegal Fund-raising in Xiangxi Autonomous Prefecture

Xiangxi Autonomous Prefecture is located in an underdeveloped area,with backward economy and bad environment for investment.It has been facing the difficulty for investment for a long time,and commercial banks have classified this prefecture as the highrisk lending area in succession,and refused to loan for small enterprises.Under such circumstances appeared private fundraising.For the last decade,the private fundraising in Xiangxi autonomous prefecture has gone through three periods of start,expansion and collapse.It is a process from legal fundraising to illegal fundraising.
