西部地区小城镇发展战略若干问题的探讨

我国城市化水平严重滞后于世界平均水平,西部地区的城市化水平则滞后于东部发达地区。改变西 部城市化落后状况的关键,就是要依托现有区域中心城市,在不断提高西部农村工业化程度的基础上,选择适合西部 的发展战略大力发展小城镇,提高西部农村城镇化水平。其战略途径为:区域综合协调发展;点轴开发;等级发展。

A Discussion of the Questions on the Developing Strategy of Small Towns in Western China

The urbanization level of our country seriously lags behind the average level of the world, and the level of urbanization of western China lags behind that of more developed areas in eastern China. The key to change this situation is to improve the urbanization level of western China by depending upon the existing regional central cities, by constant amelioration of the industrialization of the agriculture in the west and by choosing a west-specific development strategy to greatly develop small towns. The strategic ways include: (1) The comprehensive and coordinated regional development strategy; (2) The spot-and-line exploitation strategy; (3) The development strategy in orders and degrees.
