新时期俄罗斯远东开发战略与未来的中俄合作

俄罗斯远东的发展在亚太地区史上是一个独特的过程。在200多年的发展过程中，形成了该地区独有的发展模式和人文环境。为了全面统筹规划该地区的未来发展，为俄罗斯更好地融入亚太创造条件，俄罗斯政府对远东政策进行了重大调整，并计划同中国开展多方面的合作。从客观条件上看。俄罗斯远东是个极具投资价值的地区。但更应该看到，其社会内部存在的诸多负面因素在短期内是无法消除的，对俄罗斯东部开发战略的实施以及未来的中俄区域合作都将产生影响。加强区域合作，营造新“国家形象”，推动民间交流，扩大人文领域的合作，使中俄合作机制与国际贸易规则接轨将成为发展未来中俄关系的主要内容。

Development Strategy in Far-east Russia and Sino-Russian Cooperation

With specific mode of development and human environment, the far-east of Russia has experienced a peculiar process during 200 years in the history of Asian-Pacific Region. Russia＇s government has already adjusted its policy to the far-east in order to make an overall planning for further development in this area and better the conditions of integration with Asian-Pacific Region. Though the far-east of Russia possesses great investment value, it has to be admitted that too many social negative effects, which may hold back the implementation of the development strategy in the east of Russia and the regional cooperation between China and Russia can not be eliminated in a short time. It is necessary to strengthen region cooperation, create new ＂state image＂, progress non-government communication and expand the cooperation in fields of humanity so as to make the Sino-Russian cooperative mechanism to be in line with international norms.
