| 摘 要： | 公共物品资本化是公共物品受益的连续性和差别化在市场条件下进入资产价格的表现。在城市化背景下,农村人口向城市流动,城市获得更多的公共物品资本化收益,城市拥有更强的公共物品融资能力,城乡差距因此扩大。缩小城乡差距、实现城乡融合首先应消除造成城乡差距的战略和体制原因,然后为城乡一体化培育基础性条件,采取一定的财政措施缩小既有的城乡差距。

| Abstract: | Capitalization of public goods reveals that the continuity and different benefit from public goods can be reflected in related asset price. With the development of urbanization and migration from rural to urban areas, urban areas have benefit a lot from the capitalization of public goods and can fi- nance more public goods. To shorten the disparities and realize the amalgamation of urban and rural are- as, the institutional and strategic barriers must be removed. What＇s more, the basic conditions for ur- ban-rural integration should be cultivated and fiscal action should be taken. |
