十八大综合安全观研究

中共中央形成的统领国际与国内两个大局、兼顾传统与非传统两个方面的全面系统的新安全观,经历了一个历程。十八大报告中蕴涵了我党与时俱进的具有非传统安全观念的"综合安全"的理念;国家发展和国家安全同等重要的观念。在传统安全威胁和非传统安全威胁相互交织的今天,十八大报告更加注重"国内安全"和"国际安全"有机统一,前者重于后者。

Research of Comprehensive Security Concept of 18th CPC National Congress

It has been through a process that the Central Committee of the Chinese Communist Party ai- ming at both international and domestic overall situation, the comprehensive system of traditional as well as non-traditional aspects,formed a new security concept. It contained a notion of ＂comprehensive securi- ty＂ which lies in the Chinese Communist Party＇s keeping pace with the times;a concept that it is equally impor- tant in national development as well as national security. With the intertwining of the traditional and non-tradi- tional security threats, the report of 18th CPC national congress emphasizes more on an organic unity of ＂national security＂ and ＂international security＂ ,among which the former is more vital than the latter.
