| 摘 要： | 由于公共参与受到限制，当前社会组织的公共性不强。要增强社会组织的公共性，必须进行制度变革，让社会组织自主地参与公共事务。这样，社会才会得到良好的治理效果，形成“善治”的局面。

| Abstract: | The public attribute of social organizations in China is weak is because its public participation has been restricted.In order to strengthen the social organization public attribute,the system must be renewed to let the social organization participate in the public affairs independently.Only in this way can a fine governing of the society be realized. |
