| 摘 要： | 公民投资者由于其固有的特点,在我国证券市场中对于优化上市公司治理可发生不可替代的综合评价、舆论监督、使合谋成为不可能等重大作用,但他们的利益始终没有得到应有的重视和保护。在证券市场发展步履艰难的背景下,应修正监管目标,积极推进公民投资者集体治理制度与民事赔偿优先制度,开展投资者教育以培育“负责任”股东,切实保护公民投资者的利益,推进我国证券市场的进一步发展。

| Abstract: | Because of their intrinsic traits,citizen investors play a significant role in the development of our country's securities market.However,citizen investors' interests have not been valued and protected for a long time.In the face of the difficulty of developing the securities market,we should amend the objectives of supervision and control,establish the system of citizen investors' mass management and the civil compensation priority system,conduct education of investors,and protect the interests of citizen investors in earnest,thus promoting the further development of our country's securities market. |
