| 摘 要： | 清末民初,沙俄无视中国主权在新疆地区非法发展中民为俄侨,侵犯了中国政府对其国民享有的国籍管辖 权,是公然违反国际法和无视中国法律的侵略行为。由此引起的新疆居民国籍的混乱以及社会的动荡,严重影响了 新疆政局的稳定与中国国家的安全。

| Abstract: | In the end of the Qing Dynasty and the early Republic of China, Russians, disregarding China's sovereignty, illegally naturalized Chinese in Xinjiang, which violates the nationality jurisdiction Chinese government has over its citizens. It was a flagrant violation of international laws and an transgression act disregarding Chinese laws. Such practice brought about nationality confusion and social turbulence in Xinjiang, which seriously influenced Xinjiang's political stability and China's national security. |
