循环经济的对象-主体-政策模型研究

目前,我国循环经济的理论和实践虽有所发展,但也存在着一些问题和不足。发展循环经济,建设循环型社会,需要带动企业、公民和政府三个主体的参加,对资源的输入端、使用过程中和输出端的三个环节进行全过程管理,并且施行管制性政策、市场性政策和参与性政策,从而实现循环经济所追求的目标。建立基于循环经济的对象—主体—政策模型,可以帮助政策制定者、决策者建立一个发展循环经济的框架。

Building Up a model for circular economy based on Object, main body, Policy

In order to further the Circular Economy and build up the Circular society ideally, it is necessary to realize the problems in practice. The essence of circular economy can be known well based on the object- main-body -policy model. The participation of government, the enterprise and public is the precondition of building up Circular society successfully. Managing the whole resource flow can reduce the resource consumption and the waste. Building up The controlled policy ,marketed-based policy and participatory policy can help develop circular economy. Building up the model based on subject, main body and policy can help decision-maker and policy-maker to have a clear framework of circular economy.
