APEC方式的调整与改革

APEC自1989年成立以来,利用与其他区域经济组织不同的运作方式,即APEC方式,推动了贸易投资自由化和便利化的发展,取得了可喜的成就。但是,随着实现APEC茂物目标时限的临近,APEC方式某些固有的缺陷日益凸现,给APEC进程带来诸多方面的问题和挑战。这主要表现在:茂物目标不明确,没有具体的量化指标,各成员的单边行动计划没有充分反映实现目标的实际进程;缺乏对各成员执行自由化和经济技术合作政策效果进行评估的机制;一些非经济活动对APEC大阪行动议程形成冲击。APEC方式的调整与改革逐步涉及的内容主要包括:APEC方式将继续存在,但需施加一定的压力推进其进程;对APEC方式的一些内容进行某种形式的调整;以自由贸易区逐步取代论坛。

The Adjustment and Reform of APEC Approach

Since the establishment of APEC in 1989, the APEC's approach, which is totally different from that of other regional economic organizations, has played an important role in promoting the trade and investment liberalization and facilitating APEC's activities. However, as the Bogor Goal is closing, some difficulties and defects in APEC approach appear. The most notable defect is target uncertain. No measurable standards can be used to judge any performance, and the members' unilateral action programs are sometimes not in agreement to the aims of the Goal. Secondly, there are not any judging mechanisms to evaluate the effects of the members' implements of liberal and cooperative policies. And thirdly, some illegal economic activities might clash with Osaka Action Protocol of APEC. So, some adjustment and reform of APEC approach are necessary. And such considerations should be important: some measures can be added into APEC approach to promote its progress, while the approach continually exist; some articles of the approach can be changed; and APEC can be eventually replaced by a liberal trade area step by step, etc.
