| 摘 要： | 在政府能否防控经济危机的问题上，我们不同于“政府失灵”论者和“政府无优势”论者，主张“政府有优势”论。政府防控经济危机的优势是相对于个人和其他社会组织而言的，它是政府在遵循合理道德的前提下发挥出来的，主要表现在政府具有权威性、促进共担责任的共同体的形成、为市场顺利运转提供条件、能够同时实现各种利益和可以协调行为五个方面。

| Abstract: | Comparing with individuals and other social organizations,we believe that government has advantages in preventing and controlling economic crisis,different from opinions of some scholars.The government’s advantages are brought out on the premise that the it abides by rational morality,which are reflected in such aspects as possessing authority,forming the community to share responsibilities,providing conditions for smooth market operation,and achieving various benefits and coordinating behaviors simultaneously. |
