| 摘 要： | 建设和谐社会、环境优化社会、节约型社会、小康社会,有效实现宏观调控,没有政府的科学决策和发挥政府的强力作用是不可能的.中国政府的决策经过长期的实践,形成了自己的特点.完善政府决策机制要牢固树立以人为本的决策理念,完善重大决策的规则和程序,强化"两会"在政府决策中的作用,建立决策失误问责制.

| Abstract: | It is impossible to make a harmonious,good-surrounding,frugal and well-off society without scientific decisions and strong functions from government.The decisions of China's government have their own characteristics after a long practice.The improvement of governmental decision must be based on taking people as root,strengthening the functions of"Two Congresses"and establishing the punishment system when governmental decision goes astray. |
