发展视野下的民生定位——关于辽宁“十二五”规划取向的思考

发展与民生是当前普遍关注的话题，在发展视野下找准民生定位，对于确定辽宁“十二五”规划的思路与取向具有重要的启发意义。以发展概念的演变为理论依据，在分析国内外环境的基础上，指出“十二五”的阶段特征，并从这一特征出发，结合世界经验提出民生的特定意义，进而分析辽宁存在的问题，认为在辽宁“十二五”规划的总体思路中，应转变过去只重视经济发展的理念，把民生摆在更加突出的位置上，使其成为“十二五”社会发展的主线。

Orientation of people's livelihood from perspective of development: thoughts on direction of 12th Five-year Plan in Liaoning Province

Development and people＇ s livelihood are the prevailing topics nowadays. To orientate the people＇s livelihood accurately from perspective of development is of great eliciting significance for determining the train of thoughts and the direction of 12th Five-year Plan in Liaoning Province. Based on the evolution of concept of development theoretically and the analysis of domestic and foreign environment, the stage characteristics of 12th Five-year Plan are pointed out, the specific meaning of people＇s livelihood is proposed with the world experience based on it, and the existing problems in Liaoning Province are analyzed. It is point out that in the overall train of thoughts of 12th Five-year Plan in Liaoning Province, the developing concept which only emphasizes economic development in the past should be changed, and the people＇ s livelihood should be seriously taken into account and taken as the mainstream of social development during 12th Five-year Plan.
