政府购买社会组织公共服务机制构建

十三五规划明确提出要创新公共服务提供方式,广泛吸引社会资本参与。从制度逻辑和行动策略上分析,中国政府对社会组织是既支持又控制,社会组织对政府是既依附又追求自主发展,两者都希望构建合作关系。但是由于双方的关系仅仅是策略性建构,缺乏正式的法律来规范双方的权力边界,所以这种关系实质上依然是脆弱且易变动的。因此在公共服务供给中,既需要发挥政府的主导地位,又必须提升社会组织的供给能力,如此才能构建和完善公共服务的购买机制。

Construction Mechanism of Government Purchasing Public Service from Social Organization

The 13th National Five-Year Plan clearly calls for innovation in the public service supply and attracting wide public capital to participate. From the analysis of system logic and action strategies, our government is supporting social organizations and in the mean time controlling them. The Social organizations are depending on the government but also pursuing self-development. Both parties wish to build partnership. However, since the partnership between the two parties is strategically constructed and there is no official law to standardize the boundaries of power for both parties, the partnership is weak and changeable. Therefore, the government needs to play a leading role and the social organizations need to enhance their supply capabilities during the public service supply. In so doing, we will be able to establish and improve the purchasing mechanism for public service.
