| 摘 要： | 长期以来,唐山市作为一座资源型城市,依靠资源而建,依靠资源而发展,形成了重型产业结构.然而在新的历史背景下,这种产业结构的弊端日渐体现,迫切需要实现发展方式的转变.当前,唐山发展方式转变面临着难得的历史机遇.我们要以现代产业体系的构建推动唐山产业结构的全面优化,以文化内涵的加强促进唐山核心竞争力的全面提高,以区域规划的统筹安排引领唐山空间布局的广泛拓展,以增长极的全新打造加速新唐山龙头地位的全面确立,以城乡一体化的发展推进唐山城市发展的全面转型,从而实现经济增长方式的全面转变,体制的全面改革,社会的全面转型.
