探析国有企业供给侧改革在“要素端”的困境——以甘肃省省属国企L集团为例

通过对“供给侧改革”与“需求侧管理”的理论梳理,以及国有企业对全国及区域经济的影响分析,可以明晰国有企业“供给侧改革”的背景和发展现状。以甘肃省省属国有企业L集团为例的分析,将得出以下结论:国有企业供给侧改革不光要在“生产端”追求技术上的新方法、新概念,更要在“要素端”突破制度上的老问题、旧症结;要在土地、资本、劳动等最基础、最根本的要素市场上,把那些真正束缚国有企业发展的体制性障碍,进行地毯式的摸排和破解;只有把工作往深里推、往实处做,国有企业“全要素生产率”的提高才能水到渠成。

An Analysis of the Dilemma of Supply-side Reform of State-owned Enterprises in the“Element-side”——Take L Group,a State-owned Enterprises in Gansu Province,as an Example

By sorting out the theories of“supply-side reform”and“demand-side management”and analyzing the impact of state-owned enterprises in China's Mainland and Gansu on the national and regional economy,this paper discusses the background and current situation of“supply-side reform”of state-owned enterprises.Taking L Group,a state-owned enterprise in Gansu Province,as an example,the paper holds that the supply-side reform of state-owned enterprises is not only a pursuit of new methods and concepts in technology at the“production end”,but also a breakthrough of old problems and crux in the system at the“element side”.That is,in the most basic and fundamental element markets,such as land,capital and labor,the institutional obstacles that really restrict the development of enterprises should be investigated and removed one by one.The improvement of the total element productivity of state-owned enterprises is only a matter of course when the work is pushed in depth and done in practice.
