成渝地区双城经济圈协同发展评价指标研究

推动成渝地区双城经济圈建设,加快双城经济圈高质量协同发展,对构建以国内大循环为主体 、国内国际双循环相互促进的新发展格局,形成我国新的经济增长极具有十分重要的意义。为了客观准确分析协同发展的水平和质量,必须建立相应的评价指标体系。文章选取了成渝地区双城经济圈协同发展过程中区域经济、创新发展、人民生活、交通运输四个系统的20个评价指标,再用主成分分析法计算四个系统的得分情况,根据各个系统的得分情况计算系统之间的协同度,最后通过对系统之间协同度高低的影响因素进行分析,提出了破除行政壁垒、加强区域协作、建立动态与静态相结合的评价指标和建立评价工作周期制度和修正制度的政策建议。

Study on Evaluation Index of Collaborative Development of Chengdu-Chongqing Economic Circle

Promoting the construction of Chengdu-Chongqing economic circle and accelerating high-quality coordinated development of the two cities are of great significance for building a new development pattern with bigger domestic cycle as the main body and the domestic and international double cycles that promote each other, and forming China's new economic growth. It is necessary to establish a corresponding evaluation index system in order to analyze objectively and accurately the level and quality of coordinated development. This paper selects 20 evaluation indexes of regional economy, innovative development, people's lives and transportation in the process of coordinated development of Chengdu-Chongqing Economic Circle as samples. Then it uses the principal component analysis method to calculate the scores of the four systems. Next, it analyzes the influencing factors of collaboration degree among the systems according to the scores of each system. Finally, this paper puts forward some policy suggestions, such as breaking down administrative barriers, strengthening regional cooperation, designing dynamic and static evaluation index, and establishing evaluation work cycle system and revision system.
