| 摘 要： | 民族地区突发公共事件具有特殊性,如隐蔽性、复杂性和难以控制性、易于扩散蔓延性、国际性。因此,构建预警和防范机制也应更具有针对性。建立民族地区最有效的预警机制,应从法律制度、组织架构、技术支持和社会心理引导这四个主要方面确立思路。

| Abstract: | Public emergencies in ethnic regions are characteristic of concealment,complexity,uncontrollability,diffusibility,and internationality.Therefore, the establishment of a warning system and precaution organization should take these factors into consideration.Establishing the most sufficient warning system in ethnic regions should proceed in the following four aspects: legalization,organization,technical support and social psychology guide. |
