协商民意测验与基层民主：浙江案例

内容提要温岭市泽国镇2012年公共财政预算民主恳谈。尝试大众、精英和镇人大代表三结合的方式进行参与。这一协商民意测验，对于创新中国基层民主形式、拓宽民意渠道和完善民主决策机制具有积极的借鉴意义。改进和完善协商民意测验，应回答与谁对话、怎样找到对话对象、以哪种形式对话三个问题。

Deliberative Polling and Grass-roots Democracy: the Case of Zhejiang

The budgetary democratic consultation of Zeguo Town in 2012,has tried the mode of participation of the mass,elite and the town of delegate of National People’s Congress,which is the transformation process for the deliberative polling to adapt to Chinese environment.The polling in Zeguo Town has the positive meaning to innovate the grassroots democracy form,expand the public opinion channels and perfect the mechanism of the democratic decision-making.We should answer three questions including the dialogue with whom,how to find the dialogue object and in which form to dialogue to improve and perfect the deliberative polling.
