| 摘 要： | 自1984年，中共中央出台“1号文件”允许农民进城务工以来，“民工潮”就没有停止过。根据2006年国务院政策研究室发布的《中国农民工调研报告》数据显示，中国外出农民丁数量为1．2亿人左右，如果加上在本地乡镇企业就业的农村劳动力，农民工总数约为2亿人。
