农村金融体系存在问题及对策

国有商业银行从农村的退出、农村政策性金融的收缩及职能的弱化、农村信用社体制改革的滞后 ,使得我国农村正式金融安排的整体功能受到削弱 ,而非正式的农村民间金融又由于自身固有的缺陷以及政府的打压而难以有所作为 ,农村金融体系呈现萎缩状态 ,不能适应“三农”发展的需要。农村金融体系的重建 ,一方面必须调整正式金融安排的结构 ,对政策性金融、商业性金融、农村合作金融重新进行功能定位和调整 ,建立合理有效的运行机制 ;另一方面要根据实际情况 ,引导和发展民间金融 ,使非正式的金融安排能够有效发挥补充和辅助作用。

Study on the Existing Problems of Rural Finance System and the Countermeasures

As the withdrawing of the state-owned commercial banks from the rural, the co ntracting of rural policy finance services, and the delaying of the rural cre dit cooperative reformation, rural formal finance arrangements have been wea kened greatly. Meanwhile, due to suppressed by the government as well as its int rinsic defects, the nongovernmental, informal finance arrangement in the rural also can not brought into properly play too. In a word, the present rural finan ce system could not fully satisfy the demands of the economic development in th e rural. Therefore, to reconstruct the rural finance system is necessary. Firs tly, we need to modify the rural formal finance structure and properly fix the f unctions among the commercial finance, the policy finance and the cooperative fi nance, in order to establish a rational and effective rural formal finance syste m. Secondly, we should guide and encourage the development of the rural nongover nmental finance, to ensure the rural informal finance arrangements play a supple mentary and complementary role to the formal.
