论生产要素按贡献分配的原则

十六大确立的生产要素按贡献分配的原则,是由我国现阶段所有制结构决定的,是社会主义市场经济的本质体现,是新经济时代和全面建设小康社会的内在要求。确立这一原则有利于建立和健全要素市场,有利于完善现代市场体系,有利于理顺收入分配结构。贯彻这一原则在制度内外还存在许多障碍,为此,必须加快收入分配市场化的进程,确立分配原则的公平尺度。

The principle of production factors in the distribution of income in accordance with their respective contributions established at the 16th CPC National Congress is determined by the ownership structures at the preseat stage. This principle is to help establish and strengthen essential factor market, perfect the modern market system and straighten out the income allocation structure. Many problems related to the system should be solved when this principle is carried out. So the process of income and allocation marketization should be accelerated and the equitable criteria of the allocation principle should be established.
