| 摘 要： | "服务型政府"作为当今中国社会的一个主流话语,它是公众、学者、传媒与政府等多元社会主体间互动的结果.首先,它是公众与政府,即行政价值主体与行政管理主体之间的互动;其次,它是学者与政府,即学术研究主体与行政实践主体之间的互动;最后,它是媒体与政府,即大众传媒主体与舆论回应主体之间的互动.
