完善农村社会保障制度的约束性思考

尽管我们在理论上能够阐明建立健全农村社会保障制度对于保证农民基本生存和福利的持续、体现农民群体的国民资格、维护社会稳定与和谐的重要意义,但是在构建农村社会保障制度体系的实践中,我们却必须要首先摆脱诸如区域经济发展不平衡、政策导向、对“福利病”的畏惧、城市偏向、“赢家通吃”、制度化歧视、社会排斥、农民负担偏重等因素的制约。否则,农村社会保障制度的缺位将会持续下去。
