| 摘 要： | 新世纪的中国政府改革正处于关键时期,服务型政府构建是其重要内容之一。在全球政府变革影响下,本文借鉴美国学者彼得.圣吉的学习型组织理论成果,籍此希求为提升我国政府公共服务能力、构建服务型政府厘清思路。
