| 摘 要： | 北京市国有资产授权经营取得明显成效,但问题也很突出,如对国有资产授权经营的认识不统一、资产评估不科学、竞争性和公益型国有资产没有分开、授权企业治理结构不健全、考核体系不完善等。对此,应当从市国资委和授权企业的定位和权利界区、市场化资产评估、授权企业法人治理、授权合同和国有资产经营责任、经营者激励等方面完善国有资产授权经营制度。
