| 摘 要： | 1936年春夏迁延至1937年春的四川灾荒,由于川省地方政府未能对灾荒有一个精准的统计,使整个报灾和赈灾显得异常被动;同时由于川省政要的地方观念,外界对川灾知之甚少;且当时蒋刘之间的特殊关系,更使南京国民政府对川灾的勘察和赈济滞后,致使万千灾黎蒙受了巨痛。关于救济川灾一事,其表层反映的是报灾与救灾过程中刘湘与蒋介石之间的政治纠葛,实质上反映了特定时空中地方与国家之间的艰难互动及其影响。
