| 摘 要： | 鄂尔多斯市是中国西部一座通过资源开发而快速摆脱贫困、取得巨大发展的典型城市,但资源的过度开发可能对产业结构、企业行为以及制度产生影响,以致对经济发展产生阻碍作用.基于"资源诅咒"理论,依据所见到的公开材料,对鄂尔多斯发展带来的新问题进行探讨和分析,在充分肯定鄂尔多斯发展带来巨大变化的同时,指出在持续发展中出现的产业结构单一、固定投资偏多、人力资本投资偏少和社会保障不足等同题,提出要加大产业结构调整、加大教育投入等建议,并希望这一问题的研究对其他资源型城市的发展具有一定借鉴意义.
