民族共生发展的形成理路及运作机制

民族共生发展是指多民族国家内各民族通过政治、经济、文化的密切合作而形成的民族共同繁荣、共同发展、共同优化的民族发展模式，其基本出发点是民族与民族之间平等互惠合作，根本目的是各民族政治、经济、文化和环境四种综合效益的最大化，最终目标是促进民族主体和多民族共同体的同步优化，核心是共存和共赢。作者从形成民族共生发展的微观要素——民族共生责任人手，从共生系统的视角阐释民族共同体内的所有共生民族的四种共生责任，并探讨民族共生责任的运作模式和共生效应评价模型。在此基础上，通过分析、评价我国汉族和少数民族共生发展的现状，结合民族共生发展的形成理路，探讨民族共生发展模式的有效运作机制。

The Formation and Mechanism of Symbiotic Development of the Ethnic Peoples

Ethnic symbiosis refers to the developmental mode of ethnic peoples in the multi - ethnic nation to realize mutual progress, prosperity and optimization via cooperation in the domains of politics, economy and culture, highlighting equality, reciprocity, maximum benefits in politics, economy, culture, and environment, and coexistence in an optimized situation. This research starts from the ethnic symbiotic responsibility, the microscopic element in symbiotic development of the ethnic peoples, and then goes on to the four forms of the ethnic symbiotic responsibility from the perspective of symbiotic system, shedding light on the operational mechanism of the ethnic symbiotic responsibility and the evaluation mode of symbiotic effects. Further, the effective mechanism for ethnic symbiosis is expounded based on the analyses of the symbiotic development with the cases of the Han and other ethnic peoples in China, together with the findings about the formation of symbiotic development of ethnic peoples.
