| 摘 要： | 我国环境争端非诉讼解决方式(ADR)在实施过程中存在观念上的障碍、缺乏系统化的非诉讼解决机制等问题,其比较优势未能有效发挥.因此,我国应建立多元化、系统化非诉讼解决机制;环境争端早期中立评价机构以及司法性ADR机制;完善环境争端解决方式之间的协调性;充分发挥行政处理方式在解决争端中的作用.
