财政政策效应的空间差异性与地区经济增长

地区间经济差距的扩大化问题严重影响了区域经济的协调发展,乃至我国经济和社会的可持续发展。本文在回顾财政支出与经济增长效应文献的基础上,首先从理论上分析了财政政策效应的空间差异性。然后,根据我国经济发展的经验数据运用VAR模型分别考察了东、西部地区的政府公共资本支出与地区经济增长的长期均衡关系和动态响应关系,并对东、西部的财政政策效应进行了比较。结果表明,财政政策的经济增长效应在空间上存在明显差异,而且经济发展水平较低地区的增长效应大大好于经济发展水平较高的地区。本文的研究为我国制定区域经济协调发展的政策提供了一个思路,即在政府财力给定的情况下,旨在缩小地区经济差距的财政政策须适当向西部地区倾斜。

The Relationship between the Spatial Diversity of Fiscal Policy Effects and Regional Growth

The widening of the economic gap between regions has gravely affected the coordinated growth of regional economies,even the sustained development of China's economy and society.Based on the use of the literature about reviewing the fiscal expenditure and its economic growth effect,we will,first of all,analyze theoretically the spatial diversity of fiscal policy effects.Then,on the base of the use of the empirical data on China's economic growth and the use of VAR model,we will respectively probe into the long-term equilibrium relations and dynamic response relations between the government public capital expenditure of China's east and west regions on one hand and the regional economic growth on the other,and will compare the effect of the fiscal policies adopted in east China with that in west China.The result shows that the economic growth effect of fiscal policies apparently varies with space and that the growth effect in regions where the economic growth is slower is much better than that in regions where the economic growth is quicker.Our study made in this paper will provide a thought on China's formulation of policies for the coordinated growth of regional economies,that is,an ides that,given that the government financial resources are fixed,the fiscal policies for narrowing the regional economic gap should adequately favor the west regions.
