农村工业化进程中土地制度的功能缺陷和对策思路

随着农村经济体制改革的深入 ,推进农村工业化进程成为改革发展的重要目标。然而 ,当前我国农村土地制度存在产权关系紊乱、土地承包期限过短、土地流转制度不规范、农村社会保障制度不完善、土地经营规模小而散等诸多功能缺陷 ,阻碍了农村工业化进程。因此 ,必须寻找改革和完善我国农村土地制度的相应对策 :加大《农村土地承包法》贯彻实施力度 ,稳定农地承包关系 ;完善农村土地产权制度 ,加速物权化进程 ;规范合同契约 ,建立流转市场 ;建立农村社会保障制度 ,多途径转移农村剩余劳动力 ;健全法规 ,为农地制度的完善提供法律政策支持
